Vodafone have created Vodafone Passport - a simple international price plan option for Vodafone Business customers.

Each time you make a call from the most popular European destinations, whether it's back to the UK or within the country you're in, you pay a standard connection charge of 64p (ex VAT) per call then the rest of your call is charged at your published domestic rate. You don't have to worry about what network you're on and you can even use any inclusive minutes you have in your bundle.
And for receiving calls, it's just as simple. You only pay the 64p (ex VAT) connection charge for each call you answer. So now you can always leave your phone on when you travel for business and have confidence that you'll never miss a call.
